Latvia will introduce from February 1, 2022 a deposit return system for the beverage packaging. According to the Packaging Act, a tender was conducted to select the operator of the system.

The State Environmental Service (SES) evaluated applications from two companies: “Deposit System Operator” (DPO), which represents the leading beverage bottlers and “Zero Deposit” (ZD), which represents investors. The DPO received significantly more points and won the evaluation.

The SES conducts now internal checks and then makes a formal decision, which company will sign the contract to operate the beverage packaging deposit return system.

The owners of DPO (Depozita Iepakojuma Operators, SIA) are Coca-Cola HBC (20%), Latvian Beer and Beverage Packaging Association (20%), Cesu Alus/Olvi (13,3%), CIDO/Royal Unibrew (13,3%), plastic recycler PET Baltija (13,3%), Aldaris/Carlsberg (13,3%) and Latvian Brewers’ Union (6,6%).

The Latvian Cabinet of Ministers approved on August 11, 2020 Regulation No. 519 “Rules for the operation of the deposit system”. Annex 3 of that regulation introduces deposit packaging collection, recycling, and reuse targets for the period 2022-2030 and beyond.
