Extended Producers Responsibility (EPR) was introduced in Russia by the Federal Law Amending the Law on Industrial and Consumer Waste (â„– 458-FZ), enforced from Jan 1, 2015. The amended law is a framework law, and several Government regulations define the responsibilities of the key stakeholders and the implementation process. Paragraph 24.2 of (â„– 458-FZ) establish obligation for producers and importers to ensure post-consumer recycling of their products and packaging after they become waste.
Producers and importers of 50 types of goods (like electronics, batteries, oils, textiles, carpets, furniture, building materials, tires, etc.) and all users of packaging (packers, fillers, importers), even if the packed or imported goods are not within the defined 50 types, are obliged to:
– report the sales volume (goods and/or packaging) and the recycling implementation in year 2021 (deadline April 1, 2022)
– present the eco fee calculation form, if the recycling was not implemented and pay the eco fee (deadline April 15th, 2022)
