The Ministry of Environment has published legal amendments (framework law) to introduce recycling obligations for producers and importers for their products and packaging.
The list of products and packaging under the law would be defined by the Government.
Producers and importers must introduce their own collection and recycling systems or sign contracts with the recyclers to meet the waste recycling targets established by the Government.
An alternative is to pay eco fee to the organization called “EPR Operator”. Eco fees are approved by the Government and proposed by the “EPR Operator”.
Producers pay the eco fee quarterly, importers not later than 15 days after the import of goods.
State Registry for reporting and monitoring would be established.
Government must approve secondary legislation within six months after the approval of the amendments.
